Strategy[]
Raise the release rate to 99 and turn the nineteenth lemming into a Blocker after he has taken a step. The twentieth lemming will turn around so have him build up to the Balloon just before he reaches the edge of the lava. Bomb the Blocker before the lemmings hit him and they should all reach the Balloon just as the Builder finishes.
