Wait until the lead lemming walks back passed the entrance, then turn him into a Bomber just before he walks under the floating green block. Next have a lemming climb the the wall of gray blocks. He should hit the corner, drop down on the red terrain and climb up the other gray blocks, but with the floating green block partially removed, he will be unable to climb it and will turn around back under the wall of gray blocks.
Let the Climber walk around until it climbs onto the blue blocks, then have it Mine down to reach the other lemmings. The first lemming to walk up the blue stairs the Miner create and reach the yellow block wall should bash through it to clear a path to the exit. Raise the release rate to 99.

If you'd like to save them all, start by speeding up the rate to 62. Then wait for the second lemming to drop. As soon as you see the second lemming drop, pause and then speed up the rate to 99. Let the first lemming turn at the white block. He'll turn around from the gray block. Make him bash that white turner block. He and the rest of the lemmings will pass through, turn left at the next white turner block, turn right at the last white block and exit.
