Strategy[]
Note that this strategy takes full advantage of the Steel Glitch and may not have been intended by the developers.
Turn the first Lemming into a Blocker at the top of the stairs (Or a Basher for about 3 seconds and make that basher a builder to turn him around for a chance to save 100%). Turn the second Lemming into a Builder when he's on the third step (under the right-hand side of the entrance) heading left. He will hit his head on the next set of stairs, but keep using Builder skills until your Lemmings get lodged into the larger brick. When a trapped Lemming is heading left, turn it into a Basher and let it tunnel through the steel. If when it makes it near the end of the third steel block and stops bashing, use some Basher skills on Lemmings heading right to chip away at the steel until more bricks are exposed.
Have a Miner tunnel through the bricks to reach the chamber below and turn it into a Floater so that it survives the fall. Place a Blocker to stop other Lemmings from falling to their death. Meanwhile, have the Floater build a ramp while heading left to make the fall safe for the others. Bomb the Blocker holding the other Lemmings back and bash through the pillar standing in the way of the exit.
