Lemmings standing on the earth is the fourth level of the Present difficulty in the Genesis/Mega Drive port of Lemmings.
Strategy[]
Assign a Blocker toward the right end of the staircase. Build from the left side of the staircase up to the upper level on the right. Bash through the post, set a Blocker to allow only one Lemming to proceed. This lemming will mine through the pillar, and build to the upper staircase. Bash beneath the Spinner Hazard, and then mine to go below the trigger point for the Thumper Trap (below the center of the trapezoid with the top of the level). Bash to exit the Miner's tunnel. Build as close as possible to the spinner, without touching it, and then build a second bridge, to make the path to the Exit portal. Bomb or Unfoot the second Blocker you assigned, so the crowd can proceed.

Let the first Lemming proceed to the far right edge of the staircase, and dig through the overhanging stair, so it is possible to climb back up. Set the second Lemming as a Blocker, where it will be possible for the climber to come back and bash under his feet to release him. Instead of using a Blocker on the upper level for crowd control, bash through your bridge at the top, so only one Lemming initially gets to the upper level. Build to repair the bridge, when it is time to release everyone.
