Follow the leader... is the twenty-fifth level of the Taxing difficulty in Lemmings.
Strategy[]
Previously, this level was easy as can be. It looks much harder this time, but I guess you got used to that by now.
Allow one Lemming to walk towards the end of the arches, and use the second Lemming as a Basher at the third arch. You have no Blockers whatsoever, therefore you must use other methods to contain your Lemmings.
When the leader Lemming reaches the end of the last arch, start using Builder skills on it. Also use a Builder skill on the Basher below, otherwise he'll dig through the arch, and your Lemmings will fall to the all-consuming void. When the Lemmings start to trudge to the left, wait until they arrive to the second arch, and use the same Basher-tactic to make the area impassable for them. You must keep an eye on this Basher not to reach the other side of the arch, while also keeping the Builder under supervision, so you must multitask a little here. When the Builder's ramp has reached the exit platform, use up your last Builder skill to make a ramp that leads out of the containment area you built and into the exit.
Alternate strategy[]
If you feel you shall run out of Builder skills, you may encourage using two Bombers instead of Bashers at the sides of the arches, as you shall need to save only 90%. Needless to say, this makes 100% scoring impossible.
