Evil whisper is the fifteenth level of the Present difficulty in the Genesis/Mega Drive port of Lemmings.
Strategy[]
Dig through at the right end of the staircase. Raise the release rate, and wait for one of the last few lemmings to enter the level, so that all lemmings except the trailblazer are contained beneath the staircase. Then mine beneath the steel embedded in the block, and bash across. Use a miner, builder, and miner, to cut the path to the exit. With your remaining builder, build the remaining lemmings out of the crowd control space, to proceed to the exit.
