When the first lemming has turned back to the left, have it build to the floating sphere to seal off the tube leading to the bubbles. The other lemmings should not be able to get over the sphere unless they're a Climber so send one to the left. When that Climber has dropped off the sphere and taken one step on the grid, turn it into a Blocker and then a Bomber. This has to be timed just right so that any other lemming that walks over the sphere will drop onto the left pole now exposed thanks to the Bomber's crater and then land onto the platform over the bubbles below.
Send a Climber to the left to drop down to that platform and have it build over the bubbles to reach the exit. Use one more Builder skill to get the other lemmings on top of the sphere so that they can safely make their way down to the exit. Raise the release rate to 99.
When the first lemming turns back left, make it build up to the floating sphere when he's under the right side of trapdoor. The lemmings should be able to walk over sphere, so the first one to turn back to the right must also build to the floating sphere. This will completely seal off the tube but all lemmings to wander freely.
Send a Climber to the right and use one Builder skill so that he will land on the lowest floating platform. From there, the fall to the exit is just safe enough so let your Climber drop down to the right of the exit and turn it into a Blocker. Use your remaining Builder skills to build over the right wall so that the other lemmings can follow and reach the exit. Raise the release rate to 99 and bomb the Blocker to finish the level.
