Strategy[]
Make the first lemming into an Athlete when he's heading left while the second lemming begins to build a ramp going left starting halfway across the third steel block. When the Athlete lands in the first small pit, make it build left then right to make safety a safety net for the other lemmings. When he turns back left, make it dig on the left side of the pit, making sure there's a piece of the safety net left.
The Athlete will climb out of the second pit so make it a Blocker before he goes down the white stairs. Finish the ramp to make the lemmings fall into the second pic. Send a Climber to the left and, after it has turned right and is just passed the steel pillar, have it build to the floating steel cube. When he collides with it, build to the left towards the exit. Have one lemming held back dig away the bottom of the second pit to release them all.

Youtuber alfonz1986 has demonstrated that it is possible to save all lemmings on this level.
The strategy begins the same as above. However, rather than making the Athlete drop to ground level after climbing out of the second pit and making it a Blocker, have it build so that he hits his head on the steel block above and turns back right. Next have him dig as far to the right of the second pit as possible. Then the Athlete can build to the exit. If executed correctly, the lemmings will land on the safety net of the first pit, drop down onto the remaining ground of the second pit, turn back right after hitting the steel and drop onto ground level heading towards the exit.
