Strategy[]
I hope these Turner skill-based levels have grown on you because you'll be using it a lot here.
When the first lemming reaches the end of the blue bricks, make him a Turner to send the lemmings to the left. Make the next two lemmings Turners to get around the next two corners. There you will find a ramp leading to higher ground so turn the lead lemming into a Turner to send the others up there.
When the lead lemming emerges from the giant head and onto the hair, make it a Turner to send the lemmings to the right (if you have to, switch to the lead lemming's POV then pause the game when he is out of the passage so that you can better spot him in the map overview). The next lemming must also be made a Turner to send the lemmings back into another passage, which leads out of the giant head's left eye. Assign another Turner skill to guide the lemmings towards the right, then Bash through the wall.
Assign another Turner skill to send the lemmings into the giant head's right eye. The lemmings will eventually come out of the hair on the giant head's right side. Let the lead lemming walk down the ramp then turn it into a Turner before it drops down and sending lemmings to the right. When the next lemming is halfway across the second block from the ledge, make it a Builder to get over it. Before the Builder overshoots the ledge, make it a Builder to send the lemmings right towards a corner. The first lemming to bump into that corner must be made a Turner to send the others right towards a chain-link fence-like corner. The first lemming to hit that corner must also be made a Turner, again sending the lemmings to the right. Then have your lead lemming bash through the green wall, then make it a Turner to send the lemmings right into the next chain-link corner. The first lemming to make it up the ramp afterwards must be made a Turner to send the lemmings towards the green corner, and assign another Turner skill to the first lemming to bump off that corner, so that the others are sent to the right.
Hang in there we're almost done. The first lemming to walk up the green ramp must be made a Turner to send the lemmings to the right towards the green wall, then assign another Turner skill to the next lemming before he hits the wall, sending the lemmings to the right. After your current lead lemming has made it up the last ramp, make it a Turner to the left, and use your last Turner skill to send the other lemmings towards the exit.
